Most Integrated Setting:

A QIWD must be integrated to the maximum extent possible.  Normally this will mean “mainstreaming” of the individual into the regular program, service, or activity.  However, separate programs specifically designed so that a QIWD is provided an equal opportunity to benefit from a program are acceptable.  The separate program must be specifically designed to meet the needs of the QIWD for whom they are provided.

Even if a separate program for a QIWD is offered, a public entity cannot deny a QIWD from participating in its regular program.  When special programs are available but a QIWD chooses the regular program, modification to allow participation in the regular program might still be required.
