H. SCREENING PROCESS

Screening offers (rev/rev ext.), and all relevant BPT forms, police reports and other written documents, shall be “effectively communicated” to prisoners/parolees at least 72 hours prior to exercising rights & a decision to accept or reject the offer.

Reasonable accommodation must be provided at the time of hearing rights service if needed (may include counsel as the accommodation, counsel must be trained to provide accommodations).

Before a qualified prisoner/parolee waives a parole hearing, the BPT must determine that the waiver is knowing & intelligent.
