H. SCREENING PROCESS

  • Screening offers (rev/rev ext.), and all relevant BPT forms, police reports and other written documents, shall be “effectively communicated” to prisoners/parolees at least 72 hours prior to exercising rights & a decision to accept or reject the offer.

  • Reasonable accommodation must be provided at the time of hearing rights service if needed (may include counsel as the accommodation, counsel must be trained to provide accommodations).

  • Before a qualified prisoner/parolee waives a parole hearing, the BPT must determine that the waiver is knowing & intelligent.
