Per the Armstrong injunction, the parties shall attempt to negotiate a monitoring plan or submit briefs regarding the need for a special master.

Plaintiff's attorneys may monitor ANY aspect covered in the injunction regarding parole proceedings as defined in the BPT policy including training.
