THE CIRCUMSTANCES WHICH GAVE RISE TO THE ARMSTRONG INJUNCTION
SPECIFIC INCIDENTS:

Some prisoners who use wheelchairs have had to crawl up stairs to get to hearings

Mentally retarded prisoners who cannot spell their names have waived their right to a hearing
-
A blind parolee was denied access to information at his hearings because he could not see documents
-
Hearing impaired prisoners who normally express themselves by using sign language had their hands shackled at their hearings making such communication impossible
